This option is FREE. Standard panels are manufactured so the pickets will extend below the bottom rail approximately 6 inches. You can order the sections of fence with a drop bottom (rail all the way at the bottom) so pickets do not extend beyond the bottom rail. Most people choose this option to meet BOCA Swimming Pool Compliance. A study of 5 year old children found that a child standing on the bottom rail cannot get their leg up to the next rail if the rails have a vertical spacing of 45 inches or more. When you are working with 54 inch fence for instance, you would need to drop the bottom rail to mathematically achieve this required distance. If you have a pool, and you still want pickets to extend below the bottom rail, your only option is to increase the height of the fence to 5ft or drop the rail. Anything else will not pass code. Of course, as always, codes can change from area to area. This is a general guideline, you should check with your local building department and CCR's before assuming these codes meet the laws for your area.
